Parents in Zoetermeer of a child with an intensive care need can, under conditions, receive double child benefit. This is separate from the healthcare allowance (zorgtoeslag): they are two different schemes, each with its own authority and its own conditions. This article explains how they relate to each other.

Double child benefit

Double child benefit is governed by the General Child Benefit Act (AKW) and administered by the Social Insurance Bank (SVB) — not by the UWV. Parents can apply for it if their child living at home (usually under 18) needs intensive care. A positive assessment from the CIZ is required for this. Child benefit is not income-dependent and is paid quarterly. In addition, there is sometimes a separate extra allowance via the SVB for children living at home with a serious disability.

Healthcare allowance

The healthcare allowance is a separate contribution towards the premium of your health insurance, administered by the Tax Administration (Dienst Toeslagen). Its amount depends solely on your income and assets — not on your child's care needs. In 2026 the healthcare allowance is at most €129 per month for a single person and €246 per month for partners together. At a higher income the allowance tapers to zero (income limit 2026: €40,857 single / €51,142 with a partner).

Can you receive both?

Yes. Double child benefit and the healthcare allowance can run alongside each other, because they serve different purposes: child benefit is a contribution towards the costs of the child, the healthcare allowance a contribution towards your own health insurance premium. Note: some payments may count towards your income, so calculate your situation at toeslagen.nl.
